With I140 approved but I485 not filed, can status change from H1 to F2 be easily

I got 2 opposite answers
Answer 1. It should be approved because filing an I485 indicates an immigration intention instead of I140 so it should approved. Answer 2. Most likely, it'll be denied because filing a I140 indicate an immigration intention so if you file change of status to F2, which is nonimmigration visa, then it conflicts with the fact that you have filed I140. USCIS will probably deny it because of your immigration intention with I140. Once it's denied, it'll adversely affect the approval of H1 transfer if you find the next job later on. That is, the H1 transfer may be denied.

I'm wondering which one is true because this is a good option for me if it's a viable solution. If you think it's complicated, we can talk over phone or in person with consultation fee.
BTW, I hope the answer is as simple as Answer 1 so I can save money :)
